How and when are we to start a team?

I saw in the home page we are do to the following:

Declare participation by the Team entry deadline of Friday, January 11, at 11:00 AM PST. To do this, post a new project on Devpost, then submit that project to the Hack the Map 3 hackathon.

Can we only do this between 9am and 11am on Friday (1/11/2019)?

    At the moment, yes. The hackathon opens tomorrow at 9 AM and the deadline is 11 AM for team submissions. You can update your submission at any time until Monday at 2:00 PM.

    If teams prefer we could open earlier.
